TRIUMF : Canada's National Laboratory for Particle and Nuclear Physics

TRIUMF management uses the reports from the Gate Reviews to assign priorities and resources to projects. Status Reviews are to manage ongoing projects. The detail of the review and nature of the review committee will depend on the category of the project. The response to each point should be divided into three sections: Findings, Comments, and Recommendations. All review reports should include the current Commitment Summary Sheet. The report of the Gate Review is expected one week after the Gate Review is held.
Gate Review 1: Approval in Principle and Preliminary Resource Allocation.
Gate 1 is the first gate for allowing a project to proceed at TRIUMF. At this review it is decided if the project satisfies the approval criteria and is suitable for inclusion in the TRIUMF portfolio. Since it is difficult to stop a project once started it is important that the suitability be studied carefully at this stage. This review will also determine the initial Program Importance and Project Category. Gate 1 allows utilization of TRIUMF resources to do design work and project planning. At this Gate the prerequisites for the detailed Gate Review 2 are set.
Review Charge:
1. Project Merit: Evaluate the project using the Approval Criteria. What priority should the project have?
2. Scale of the Project: Estimate the resources required from TRIUMF and the time scale they will be required on.
3. Safety: Are there any unusual or unmitigated health, safety or environmental risks? Does it fall within the current requlatory framework?
4. Operational Requirements: How long will the experiment/device/facility operate? What resources are required from TRIUMF while the experiment/device/facility is operating? What is the Canadian and Global context? What decommissioning liabilities does TRIUMF have?
5. Preliminary Opportunity Analysis: Does the project merit the TRIUMF resources required for it to be successfully completed?
6. Gate Review 2: What is required before the project can go to Gate Review 2? What is the appropriate structure for this review?
Gate Review 2: Project Approval and Resource Allocation.
Gate 2 allows the project to proceed to the final design and, if any required technical reviews are successful, to proceed to manufacturing and assembly. Gate Review 2 is to determine whether the project as planned, is likely to achieve the expected outcome and at acceptable risk.
Review Charge:
1. Project Merit, Opportunity Analysis, and Operational Requirements: Has anything changed since Gate Review 1? If so evaluate the consequences.
2. Project Plan: Evaluate for:
a. Clarity and completeness of: the scope (Work Breakdown Structure), external interfaces, key requirements, and identified hazards.
b. Scheduled manpower and financial resource requirements, assumptions, and constraints.
c. Unmitigated project risks. Can the projecrt be completed wiht the requested resources?
d. Unmitigated hazards. Are the safegards adequte for the hazards?
3. Project Oversight: What Status, Technical, or Safety Reviews and other oversight are appropriate for this project? Take into account the size, complexity and risk to TRIUMF.
Gate Review 3: Closeout Review.
Gate 3 closes the project and represents the transition to the post project phase. Gate Review 3 reviews detailed operational requirements, looks ahead to alert TRIUMF to what upgrades may be coming and reviews the performance of the project with respect to the baseline.
Review Charge:
1. Operational Requirements: How long will the experiment/facility operate? What resources are required from TRIUMF while the experiment/facility is operating? What is the Canadian and Global context? What decommissioning liabilities does TRIUMF have?
2. Upgrades: Are there upgrade projects planned or envisioned that will require TRIUMF resources? If so what are they, when are they needed, and how much will they draw on TRIUMF resources?
3. Project Review:
1. What was the initial baseline schedule for milestones and TRIUMF resource usage? Were there significant deviations from the initial baseline schedule? If so, why?
2. What worked well doing the project? What were the problems?
Status and Technical Reviews: Management and Oversight of Ongoing Projects
Gate Review 2 usually determines the nature and scope of these Reviews although additional Reviews can be requested by TRIUMF management to address specific concerns. There should usually be a Status Review at the end of each project phase, although they should be less frequent for small projects and more frequently for large projects. The baseline schedule can only be changed as a result of a Status Review. These reviews may rely heavily on the internal reviews conducted by the proponents of the project but provide a view from outside the project. . Technical Reviews are used to access technical expertise that would not normally be available and to provide critical outside judgment on design and other aspect of a project.
